September 3-6, 2024, Pres. Carlos P. Garcia, Bohol – CCEF, Inc. together with the Bohol Provincial Environment Management Office (BPEMO) Coastal Resource Management Division, in collaboration with the Department of Environment and Natural Resources- CENRO, Talibon, Bohol and the Municipal Agriculture Office of LGU President Carlos P. Garcia, successfully conducted the Marine Protected Area (MPA) Management Council Reorganization and Strategic Planning Workshop.
The workshop brought together key stakeholders and MPA managers to strengthen the governance and strategic planning of their MPAs. During the workshop, the focus was on three key objectives aimed at strengthening marine protected area conservation efforts. First, participants were oriented on the ecological importance of the Danajon Bank Double Barrier Reef, highlighting its significance and connection to the local Marine Protected Areas (MPAs). This helped foster a deeper understanding of the reef’s role in maintaining marine biodiversity. Second, the workshop focused on organizing the MPA Management Council, establishing a management body for specific MPAs to ensure effective oversight and promote community engagement in conservation efforts. Finally, participants worked on formulating a five-year strategic MPA management plan, outlining actionable steps to improve the sustainability and effectiveness of these protected areas.
The first batch of MPAs includes Villa Milagrosa Marine Sanctuary, Canmangao Marine Sanctuary, Kabangkalan Marine Sanctuary, Sta. Rosario Marine Sanctuary, Tilmobo Marine Sanctuary, Sidlakan Fish Sanctuary, and Bantigue-an Marine Sanctuary. The second batch encompasses Campamanong Marine Sanctuary, Bogo Marine Sanctuary, Datag Marine Sanctuary, Baud Marine Sanctuary, Basio Marine Sanctuary, Mayor Fernando Boyboy Marine Sanctuary, and Gregorio Abapo Marine Sanctuary.
However, the workshop also identified several critical gaps. Most MPAs were found to lack formal management plans, and many were rated at level 0 in the MPA Management Effectiveness Assessment. This emphasizes the need for continued capacity-building efforts and the establishment of robust management councils to support long-term sustainability.
The event’s success was made possible by the logistical support of the LGU President Carlos P. Garcia and the Provincial Government of Bohol, which provided meals and accommodations for participants.
The workshop highlighted the importance of establishing an MPA Management Council at the municipal level, which is crucial for boosting local involvement and fostering community collaboration in marine conservation. By setting up this dedicated council, President Carlos P. Garcia can ensure more effective, localized management of marine resources, driving targeted conservation actions and enhancing community engagement. Looking ahead, integrating these MPA Management Plans into the broader development strategies of the local government will be essential for ensuring the long-term sustainability and success of the MPAs in the municipality.
