The sanctuary was established in 1990 with the initiative of San Rafael Cabacungan (SANRACA) Fisherfolk Resource Management Multi-Purpose Cooperative (SFRMMPC). We went to Gilutongan and saw the difference a sanctuary makes to the waters. So we (people’s organization) decided to have a marine sanctuary.
